Group gears up for second phase of Ecopetrol’s Barrancabermeja refinery project





Engineering group Foster Wheeler’s Global Engineering & Construction Group has been appointed to execute the second phase of an existing contract to modernise Colombian petroleum company Ecopetrol’s Barrancabermeja refinery.

The work will include additional project management consultancy services, front-end engineering design (Feed) and detailed engineering for the crude unit revamps, as well as assisting Ecopetrol in selecting companies to undertake engineering, procurement and construction (EPC) contracts.

It will also supervise the EPC contractors.

Ecopetrol is proceeding with the second phase of the Barrancabermeja refinery, which was recently approved by its board of directors.

The refinery will add a heavy crude processing capability to take advantage of the available domestic heavy sour crudes and provide a processing configuration to meet the Colombian clean fuels product specifications. The upgrade will eliminate fuel oil production and increase overall profitability.

“Ecopetrol continues to demonstrate confidence in our team. “We are pleased to continue working with Ecopetrol on this project as well as on the Cartagena refinery expansion project, in Colombia, where we are also the project management consultant. This confirms our technical expertise and international execution capabilities in large and complex projects,” says Foster Wheeler interim CEO Umberto della Sala.

The contract value, which was not disclosed, was included in Foster Wheeler’s second-quarter 2011 bookings. The engineering group booked the Feed in the fourth quarter of 2008 and has made subsequent bookings since, as Ecopetrol made further work releases.

The second-quarter 2011 booking was the largest single booking made against this contract, which was first announced by Foster Wheeler in November 2008.
